with this set bonus Blizzard practically tells us (forces us) to go left where there is a dead end instead of going right where our destination is
consuming Divine Purposes should unleash Arbiter immediately or the upcoming Holy Power consumption ability, not give us a buff that we are forced to unleash through an ability twhich does not belong there at the moment
or if we have to use another ability to unleash Arbiter, should the bonus also have a different effect? one for Final Verdict and another for Divine Storm? Hammer of Light only unleashing? It probably wouldn’t be fair to Herald if it did something too or trigger the FV/DS buff based on the number of targets hit, otherwise the 4p bonus is ridiculous nonsense that some id*ot came up with
if at least the useless CDM showed that Arbiter is up, it would not hurt either
