It could be an issue with some corrupted Cache/Data filers for the Battle.net App, you should try to clear this with the steps found here.

It’s the same for me and somtimes it’s just a bug, doesn’t even DL anything. let it go 
i don’t know enough about game funtionality but it might be a syncraonization between client and server in order to prevent scams or other idwntity issues
