Ranked games and new players in overwatch!

dear overwatch
i wanted to ask you a few questions about ranked games!
first of all i would like to ask why new players are not required to play a sufficient number of hours in qp in order to unlock ranked mode?
when the rank reset happens, your rating is lowered based on your previous placements, but at the same time you cant rank up because you get matched with people who have just started playing the game.
tell me, how am i supposed to play with players who don’t know how to play?
