As Songoku mentioned this is a known issue that is being investigated at the time. Truly sorry for any inconveniences caused.
Still, just to be thorough - be sure that the correct character type is selected (online or offline). Toggling between the two settings may help. If the character is an offline character, these are stored locally on the computer so if you switch devices they would need to be exported to the other computer.

A tried to restart battle.net, desktop, but my char is still missing.
happend the same thing with My 76 lvl sorc. Blizzard dont want to give us our characters!!! Blizzard do your job and give us the chars!! why dont you ppl do this? there are hundrets, thousands of players with the same problem: we want our chars back or give us the money back!! this is an outrage!!!
