Yes. There are many reports in the Bug Report forum for Asia and Europe. No word from Blizzard yet.
Not all servers in a serverpool seem to be affected… if your server fails to record a new record, exit game and start a new game… A new game server should be allocated to you… and, perhaps, it won’t be bugged.
