Is the amount of loot related to how many elites you have killed until reaching the last boss? Outside of extra challenge what are the rewards of a higher greater rift?
No, the amount relates to the GR level, not the number of elites killed. Otherwise, unfair to the non-boss-killer builds, e.g. UE.
Higher GR level gives more EXP, blood shards, gold, legendary items, …
Most important, higher success chance when upgrading legendary gems.

Is there any affect of completing time? 7 min. and 14 min. giving the same rewards?
No, but quicker completion time unlocks more levels. If I remember correctly, under 10min unlocks 2 levels, and under 5min unlocks 3 levels.
