Was this a bug or part of the Season Mechanic?

I’m new to Diablo, been playing since April (PS4). I played Season 20 with a Monk and took a while for me to get the Season Set (Uliana) but it was worth it.

I pushed the Season 21 Chapters with a Wizard so I could enjoy the Phoenix Set and I only got 3 pieces (torso, pants, orb).

I can’t find anything online about it, is this meant to be?

I’m kind of disappointed if that was meant to be, it took a while for me to get the hang of the game specially getting 4 full builds with the Monk. I was really hoping this set to be my introduction to the Wizard and with it farm materials like crazy.

Here are the sets granted by Haedrig’s Gift in Season 21:

  • Barbarian - Might of the Earth
  • Crusader - Thorns of the Invoker
  • Demon Hunter - The Shadow’s Mantle
  • Monk - Monkey King’s Garb
  • Witch Doctor - Raiment of the Jade Harvester
  • Wizard - Firebird’s Finery
  • Necromancer - Grace of Inarius

You get a Haedrig’s Gift for completion of Chapters 2 (2 pieces), 3 (2 pieces) and 4 (remaining pieces) and this results in a full set armour. So, have you completed these chapters?
