The game should feature White, Magic (Blue), Rare (Yellow), and Unique items, removing Legendary items. Instead of Legendary item drops, the world would drop Codex Powers. Players would be able to imbue Magic and Rare items with Legendary powers using the Codex of Power at the Mystic.
Some Codex powers would be granted after completing a dungeon, while others would drop randomly in the world.
The first Codex power acquired would have the lowest roll, but each subsequent power of that type found would incrementally upgrade the previous one. For instance, if a Codex power has six upgrade levels, collecting that specific power six times would fully upgrade it. Once maxed out, that Codex power would no longer drop. If all Codices are maxed, crafting materials would drop instead.
Item Drop Rates & Loot Filter

The new system also features an item loot filter system. If an item drops that does not meet the defined criteria, salvage materials will drop instead of the item itself.

Magic (Blue) items should drop as frequently as Legendary items currently do.

Rare (Yellow) items should become less common.

Unique items should be a bit rarer, but bosses should have a significantly higher chance of dropping them.

Loot should not be overly abundant, with items dropping more sparingly.
Item Affixes and Stats

Magic (Blue) items would have fewer affixes (e.g., two), but their stats would roll 25% higher.

Rare (Yellow) items would have more affixes (e.g., four), with their stats rolling as they currently do.

Unique items would remain unchanged.

All items, except White items, could roll with one or more Greater Affixes.
Item Upgrades and Systems

White items could be upgraded at the Blacksmith into Magic or Rare items using materials. For example, combining a White Two-handed Axe with Veiled Crystals and other materials could transform it into a Rare Two-handed Axe with four random affixes.

White, Magic, and Rare items could occasionally be purchased from vendors.

Magic and Rare items could also be Tempered and Master worked, retaining the existing system (like Season 10’s Master working) but with a checkpoint reset system introduced at each stage.
