For the last few days I can’t send whispers to other players. They can send whispers to me, but when I try to reply back I get the error code 7000. Sometimes I can’t see messages in global chat either.

same issue here, and ive been searching, alooot of ppl had the same unfixed issue, send tickeds, they were sent to the forums, etc. i tryed repairing my client, checked and rechecked and rechecked my privacy setting, set everything to default, rechecked again. now im trying the battlenet application, the version “beta” if doesnt work il try to reinstall it…
after that i guess il keep searching… il come back here if i find anything… to share
the thing is on ps works just fine. and yesterday i had diablo on 40% and tryed to play it on pc, and the whisper worked… half of the times… now i fully downloaded it and its imposible to send a pm.
Same for me, I have written a ticket and they said that only thing i can do is report a bug and wait till they fix that.

Have you had any luck with this? I have the same issue and it makes the game unplayable almost since I can’t team up or trade.
Same problem here with whispers. Works when they’re in my friends list though. I can see a bunch of closed topics here about the same, so I’m kind of just assuming Blizzard doesn’t care.
I was able to solve it on my end. I thought the issue was a setting issue in the game or maybe the Battle.net application. Everything I checked was set to open and not restricted.
It was actually my account settings on the website battle.net.
Go to the privacy settings: account > privacy and make sure “Private Text Chat” is set to “Everybody”.

I still can’t send whispers to people who aren’t on my friend’s list. The Battle.net settings are set to “Everybody.” I’m wondering if it’s some type of issue when linking your Battle.net account to your Steam account…
Ok, I figured it out. Log into your Battle.net account and make sure it’s turned on when you’re logged into steam.
