the barricade is bugged and doesn’t take any damage, therefore progression is prevented.

Its actually the NPC that you speak to and gives a speech that its bugged.
After the speech she (and the other NPCs) are supposed to attack the barrier and the enemies.
Instead for a majority of players she just stands there after the speech and doesn’t do a thing.
You used to be able to destroy the barrier and attack the enemies but still the quest wouldn’t complete because of the stuck NPC.
I wouldn’t count on blizzard fixing this bug anytime soon as it been there since launch and they have neither acknowledged it or shown any attempt to fix it.
