Maybe I’m missing something obvious here, but the emotes can’t be used to relay any game-relevant information to the opponent.
You can chat with friends only.
Blizzard deliberately did not implement any way to send messages to your opponents, outside of the emotes. They feared that this would result in too many complaints about toxic behaviour.
(And frankly, seeing what happens in other games that do have in-game chat, and seeing how some people use emotes, I think Blizzard were 100% right with their prediction)
