When I try to edit talent builds the game just gives a notification “unable to save talent build settings.”. Tried reinstalling the game but that didn’t work.

Could you double-check this troubleshooting article, especially the first step. It may be of help.
Tried everything on that list and nothing worked.
The other thing to check is if your Heroes of the Storm Documents folder has Read/Write permissions, you should be able to find it as an example: C:\Users[YOURNAME]\Documents\Heroes of the Storm\Accounts\464417892
If you have any saved Talent Builds there should be a “TalentBuilds.txt” in the folder, if there is not it means the game doesn’t have permission to create it and you should try fixing the folder permissions so that the document can be saved when you create it.
It could be that Heroes is blocked by Security software from creating the text file, so you should check that an exception is being made for the game so it can create the file.
There is a TalentBuilds.txt file but it still says “unable to save talent build settings.”.
Sorry for the late reply here, but did you check the Folders Read/Write permissions?
