I ran WINMTR and it came back with solid 2% loss except on parts where it said no response from server

While 2% is a low number, it’s sometime enough to cause a disconnection on an online game. You should perform the steps of this following article if not done yet :
If the losses are happening early on your MTR, it’s possibly a routing issue you should report to your ISP.
blizard developers are a bunglers. You should by very happy they dont touch microsoft windows code …
