My friend has a cursor issue. His in game cursor placed lefter than actual cursor so he can’t play and even open settings tab to change screen reso or do something(because settings are in the right bottom corner). Any tips?

Please try this to sort the problem:
- Open the Blizzard Battle.net App, select Heroes of the Storm on the left, then click Options and select Show in Explorer
- Open the Heroes of the Storm game folder
- Right-click Heroes of the Storm.exe and select Properties
- Click the Compatibility tab
- Make sure Override high DPI scaling behavior is checked
- Select Application from the drop down and Apply the settings
I tried what Shilmael suggested but had no success. I managed to solve the issue myself by doing the following:
- In Battlenet, select Heroes of the Storm
- Click on Options->Game Settings
- Select Reset In-Game Options
