My quickcast wont save. I dont have onedrive so thats not the issue.

This sounds like it could be a permissions issue. Check to make sure you have both read and write access to the Heroes of the Storm folder located in “Documents”.
You can also try making a new admin user on the system, logging in to that account and then launching the game to see if that saves the settings for that user account.
