You are free to think someone is strong, weak, boring, annoying whatever takes your float. But broken would imply game breaking and is an unhelpful way to express your issues with people playing those heroes.

yeah they are, genji, tracer, widow, hanzo, ashe to some degree, especially in the hands of smurfs, hence why they’re so popular, if they wasn’t broken, they wouldn’t be played so much

genji is broken to the extent that he has limitless potential in playmaking, but his kit isn’t without flaws.
i’d say genjis popularity stems from 3 things, very active hero, lots of potential, also is a ninja.
genji is one of those heroes that can come out ontop of situations most characters wouldn’t, but it’s not like it’s free, genji is very limited in terms of damage output because of it.
i don’t like genji myself but i’ve stopped caring about him, same with tracer really.
