You have an older hardware config. In my opinion you are limited by your CPU and/or overall bus/ram speed. I personally have 16GB 2666 RAM. For some reference values and explanation check out this thread: Low fps considering high end pc on low setting
Use an OSD software that can show both CPU and GPU usage (I use msi AfterBurner) during gameplay. Overclocking might help.
