This is the only time where backfilling is beneficial for both sides. The three or two players will have a better fighting chance in expert and above, and the guy who joins will have less time to finish the mission, get a win and get a box. I see no reason why backfilling is not a thing.

The explanation that makes the most sense to me is to avoid people abusing backfilling to complete achievements.
