Shadow is currently one of the strongest single target specs in the game, nothing is changing from now to 9.1 right now.
Shadow’s issue is it sucks at every number of targets that isn’t one unless it’s gaining ludicrous ToF uptime.
Idk if we’ll land exactly where we are by the time 9.1 hits, but shadows almost never gonna be meta like hunters or dks were for cn. It’ll at most be a 2 of and more likely 1 of.
