For anyone who is reading this, if you have two battle net accounts, and you use the one for wow login, which you not typically use for battle net logins, don’t forget to check in there after EULA changes. This issue made it clear that I was trying to accept the EULA with the wrong account. Guys DO NOT make this mistake in the future. Thanks again Tyrskorn!
