Can a max lvl character get access to Pandaria raids on 'raid finder' difficulty?

Hello,

so I’d like to get a weapon that (if I understand it correctly) only drops in green color on raid finder difficulty. Namely: Loshan, Terror Incarnate

But as a max lvl character I can only select normal or heroic. I got a fairly well geared 90 exclusively for Pandaria content, but even though the raid finder technically exists I could never get a full group together (1-2 peeps max).

So whats a sad rogue to do now? :S
