Has anyone got it to drop or even seen it on AH?

I have looked everywhere as well, opening hundred of Tuskarr Tackle Boxes, and all I got was 2 Recipes in a bottle over 5 days of farming, boxes, and fishing. I fished from every pool, but nothing. Never seen it dropped, nor been up for sale on the AH.
