Challenges in [zone] / A Call to [zone]

This has happened few times now.

Just did Challenges in Ravendreth by running Halls. Quest completed.
But A Call to Ravendreth, the bar that you must fill, and the quest description says that you may kill powerful enemies in respective dungeons of the given zone, did not fill. Sometimes it fills, sometimes no. What’s going on?

Ran Sanguine afterwards, and that filled the bar. Maybe both cannot be done in the same run?
