Returning player here.
Can I play through an expansion from start using a character that already did the expansion?
For example my lock is lvl 50 but I don’t feel like playing previous expansion.

Unfortunately not. Once the quests are done, they are done. You can however use chromie time to be able to queue for that expansion’s dungeons.
Alternatively if you have a friend you can party sync with them and do the quests again but of course you have to be in a group with said friend doing the same thing. Some people have multiple accounts and do this, the other character just sits somewhere and doesn’t do anything except get booped now and then so it doesn’t log off.
