Don’t know if this is relevant here, but it’s been a popular topic on the WoWClassic subreddit, which is where I’ve basically copy/pasted this from.
Assuming Blizzard decides to do something after Phase 6 of Classic is finished, the 2 main options are TBC servers and “Classic+”. While TBC (and other expansion re-releases) might work, there are a few potential problems:

It would split the Classic player base, as it’s unlikely there are many people who would be interested in TBC servers that haven’t already joined vanilla Classic.

It would see a repeat of the issues faced with the Classic launch i.e. layering and queues, or whatever alternative fix might be attempted.

Perhaps the most important issue, that the problem of future Classic content would only be delayed another 2 years. Maybe 4 if WotLK servers are wanted by enough people, but unlikely it goes further than that before we’re back to square one.
Before I continue it’s worth noting that whatever they do, Blizzard should definitely create servers that will be permanently vanilla Classic and unchanged. Private servers are proof that there is still lots of demand for this.
Aside from TBC (and other expansion) servers, this leaves the question of Classic+. The worry here is that it could disastrously undermine the feel and style of Classic. Also, from Blizzard’s end, it’s a lot of effort for a massive risk.
So, my suggestion would be to introduce content from other expansions as patches, or further phases, to Classic - with necessary redesigns to fit the mentality of vanilla WoW.
For example, picture this: Phase 7 is Hellfire Peninsula. It includes a new raid (Magtheridon) with the Hellfire Citadel dungeons as attunement, as well as a new zone with some quests and rewards, but with the following changes from TBC Hellfire Peninsula:
• Condense the map, and remove or reshape parts, to remove the need for flying.
• Remove quests and hubs so that the new zone’s storyline is focused entirely on the story of and attunement to the new raid.
• Keep or remove the world PvP objectives, depending on what will best fit the current state of world PvP in Classic.
• Revise the loot tables of the raid and dungeons so that there are only a few loot pieces available to any one class.
• Also, make these pieces on par (ilvl wise) with a lower tier, maybe 2.0 (BWL equivalent). However, make them interesting or unique - for example, maybe they appeal to unused specs (leather defence gear, plate spirit gear), have an unused stat combination or a new on hit effect.
• Possibly include a new reputation with a unique profession recipe at the end - or replace the Thrallmar/Honor Hold reps with an in-depth quest line.
This idea could be applied to each “part” of already existing content to be added to Classic, with the benefit of already knowing what did and didn’t work the first time round.
