Crashing Chaos, Infernal's Cooldown

Hi everyone,

since the new hotfix of june 28th. The Crashing Chaos trait is giving 15 seconds cooldown to Summon Infernal. Is this trait supposed to stack all the way to 45 seconds or capped at 15 seconds? While using 3 of these traits my cooldown is still stuck at 2:45 but I could not find anything about it.
