Since 8.1.5 I have serious FPS drops, from 150 to 5-10\ loading screens taking for minutes sometimes. Boralus loads in after 2 minutes.
I’m literally playing on full low with a 1050 ti, i5-4670k and 8GB of RAM

It does the same on DX11 legacy and DX11 as well.
Have you tried without addons?
Did you update all your addons along with the game ?

The others up here already touched up on it, but do test World of Warcraft after going through the steps to clear your UI (addons) completely. If that does not improve things, give the other steps listed in the World of Warcraft Performance Issues Support article a go as well.
