Can I progress delves on my lvl 70-79 chars (level bran etc). Also do they give good exp?
Yes.
Not awesome amounts, but it’s okay. You could do them exclusively if you really like them, but it wouldn’t be the fastest way to level or anything.

I have a question about Delves.
I just saw the delves progression stuff with the rewards out there in the main city. But the guy said to me “come back later”
Is the Delves stuff active now? Or they will be available next week or later?
Or maybe Im missing some important scenario quest to unlock the reward system?
They will open up with season 1.
Along with delves levels 4 and up and the vault including delves.
When is that?
Im interested for PvP season release and maybe delves.
Is it next weekly reset?
Yep.
Those are the american dates of course; for us it will be 1 day later.

One more question about Delves.
Can you farm and get the stuff/rewards as casual player like the Trading Post?
Or its hardcore PvE stuff… cuz Im only PvP player and have PvP gear.
Well, depends what you’re looking for I suppose.
The higher Delve tiers are supposed to be very challenging.
But you earn a specific currency and with that you buy cosmetics; so you can very likely do that very casual. It might be slower than doing high level stuff; I’m not sure if that increases the amount you earn. We’ll have to find out next week.

Delves are good for gearing up, but not all classes are good in them. got a nasty desice from a rare mob inside a T2, but as a DH i could not dispell it
I tried Delves once or twice and the AI guy… which I choose to show me the way 
… He just run around chaotically and pull unnecessary mobs. Its so bad.
going to try brance as a healer next time, anyone knows if can despell?
