Because in certain cases, it’s better to cast a HOG with two or even just one shard rather than wait for three. With Diabolist, it might be useful to use a HOG with two because you want to activate the ritual without having to wait for three shards, for example. In PvP, if you’re shadow-kicked and have two shards, at least you can cast a HOG, etc.
That’s reason enough to not have it, because that forces me to track a buff purely for niche scenarios.

Sure, but consider that without shard limitations, it doesn’t make any difference to you, just as it doesn’t make any difference if you need three. But for me and others, it makes a difference
So, it’s better if the limitation is removed; if you always want to cast with three, you’ll do it regardless
So it’s better to keep the 3 cast limitation because it only makes a difference if you min-max some obscure mechanic.

Not quite, the soul harvester needs now uphold 3 shards in order to use succulent soul proc.
Before you could easily just waste 4-5 available and proc anathema and other BS from that hero tree. Now it is very restrictive.
This change was made for people who couldn’t comprehend the mechanic of soul shards and when and how many to use. - Sound more complex than it is in reality.
And if those people couldn’t handle the soul shards than warlock is not class for them, doors of Hunters or any other braid dead spec is open, they can come back when the mass of the gray matter in their skulls would allow to play more “Complex” classes.
