Do plans drop only if I have the profession?

I want to farm some blacksmithing patterns, can I do it on my jewelcrafter-miner dude? Do the raid and dungeon plans drop if I have the profession, or it drops to everyone?

Bind on Equip plans drop for everyone. In older content Bind on Pickup plans used to only drop if you had the specialization.

You will need to check Wowhead to see if the plans you want to farm are BoE or not.

For frostfire belt wowhead says “consumable.” It means it’s not soulbound plan?

Correct. You can buy/sell the Unstable Frostfire Belt plan on the Auction House.
