I’m sure Azshara THINKS it’s her but my money is on Elune

Only some of the Highborne worshiped Azshara, while all the other Night Elves worshiped Elune, it is not a competition.
Elune’s light reigns supreme !

Elune, without a doubt.
Azshara was only fanatically worshipped by her Highborne, and as we can see with Suramar, Farondis and a few more, not even all of them. Sure, she was loved universally by all, but Elune was the actual deity, much to Azshara’s dismay.
It is in fact important to note that while Azshara expanded her empire far and wide, her Night Elf subjects remained devoted to their own traditions as Cenarius tells us:
Cenarius had watched the night elf empire expand with growing unease. Year by year, he became increasingly frustrated with the hubris and thoughtless actions of the sorcerous Highborne. The majority of night elf society continued honoring the old ways of revering the wilds. The fact that these folk still lived in harmony with the land alongside their great magical advancement warmed Cenarius’ heart.
And the ways of the wilds are clearly in contrast with Azshara, so definitely, Elune and nature win over her.
