I think is because Enh is now very strong in PVE (is S tier in AOE and ST) and in PVP its not about DMG (ist very good) problem is survibality and defenses and this need biggest touch to the talent trees
Even enhanc damage is pretty bad in pvp
Rogue is tier S in PvE with the 3 specs, also Sub and assa are broken in PvP
well because those ding dongs from blizzard no entertainment loving those delusional rogue players that say it is not OP if you die in a kidney because otherwise what else they bring?
after all they are glass canons with only 7 def cds

Look dude, if you watch Tier-list videos on Youtube, thats not YOUR experience with Enhancement, that is a content creators opinion based on point-in-time logs, gut feeling and a lot of mansplaining.

Man, Enha in PVE is now S tier, its fact, every tier list (wow head, logs, icy, mplus,…) enha dont have problem with DMG…
