Is doom winds still going to be the go-to legendary or is [Legacy of the Frost Witch] going to be better?
To be honest we can’t now for a fact , but at least i can think of some fights that will need doomwinds (Sludgefist for example) but on a lot of fight , doom winds is used only because everyone is optimizing for it 
But if i can log 97% of my ilvl with deeply root thingy on some fights i believe this is not the only legendary options that you may consider.
and venthyr will most likely not stay the go to covenant too so make your own choice and stick with it , or do it like me , make 4 shamans and try things and take the more appealing to your gameplay
