It was mentioned during beta that this set bonus made literally zero sense, how the hell did it get to live?
Fire Blast, Phoenix Flames, and Fireball deal 10% increased damage and their chance to critically strike is increased by 10%.
The 10% damage on 3 of our lesser damaging spells is completely meh for a 4 set, it’s literally worse than the 2 set.
The 10% crit chance makes literally no sense, everything crits during Combustion, Fire Blast always crits anyway, Phoenix Flames can be talented to always crit and Fireball has 2 talents that let it crit more often. All that while crit is Fire’s worst stat.

The 10% dmg buff to FB and 10% crit (and dmg) to PF and Fireball are very nice too have.
You don’t want to cap out of PF charges so the 10% crit is just a nice extra change on a Hotstreak conversion. (The extra dmg is always welcome)
I myself have 52% crit in fire gear, wich makes it 62%, basicly super simple to procc SKB stacks.
The statts on the tier pieces aren’t very bad either, so why skip out on 4 set
