Signatures can be abused as can uploading your own forum pic.

Sure, but it’s an easily ban-able case.
It would probably take Blizzard 24 hours at least to ban someone for it.

When I made a bad post a couple of times, I’was banned in less than half an hour.
And it wasn’t even a really “bad” post (not illegal, not advertising, just considered off topic).
Same with signatures.
That’s still half an hour that some body part pic will be on the forums.

Since most forum sites signatures can link pics, it wouldn’t take someone long to do it.
Edit: anyway most signatures are some bad pun or semi-suitable quote.

No please. Half the posts around here are shorter than the signature would be. My brain doesn’t need the distraction.

The first WoW forum iteration (or one of the very early) had the option to add signatures, later versions removed it, probably because it’s pointless and stupid.

Signatures were on the old original forums. They were deliberately removed in a future forum revamp (I believe when Wrath launched) because people’s signatures required more moderation than actual threads did.
