Why cant I gift a charecter transfer?
I know that I cant, but what is the reason?
I dont want to gift sombody 25 euro in balance that they might end up using on something else.
I want to gift my friend a transfer, that might tempt her to transfer and play with me in my guild

You’ve basically already answered your own question with this post - the only way to gift a Paid Service is by gifting Battle.net Balance for the equivalent cost of the Paid Service. There is no way to control what they might use it on however. These sort of things should probably be discussed with said friend ahead of time to make sure it’s something they’re interested in using.
Thats like giving an unwrapped gift.
And it spoils the temptation, and my willingness to gift.
