Wondering if you others have the same problem that you can’t connect to the game when having VPN on?
I am using Kaspersky Secure Connection.

Check the technical forums they may have a solution for you.
Blind guess but seeing how the EU servers were seemingly DDOS’ed for a while now i wonder if Blizz didn’t upgrade their security settings in order to deal with the attack. May be nothing but a temporary fix in order to maintain the service while under attack.

What country is the VPN location?
Sweden.
The connection worked normal yesterday with VPN connected(On)but today now in the evening it did not wanna connect with the VPN on.
Was having the same issue, using Express VPN, location Netherlands. Kept getting huge latency yesterday, to the point where I could do nothing, turned my VPN off and the issue was resolved, like magic. First time I’ve had VPN related troubles in WoW.
Tried a VPN with Norton, my connection latency and download speed just degraded a lot… so screw that. 
I am using Kaspersky Secure Connection(VPN) and also their Internet Security and never had a problem before.
The problem started friday evening.
