I would like to know if this is normal or not.
My RTX 2080 GPU usage is 100% on WoW Classic when playing 1440p at ultra settings.
I guess Classic is less CPU bound than retail with those settings.
Do you have your FPS uncapped?
You should set a FPS limit to match the refresh rate of your display, e.g. 60hz, or 144.
