Well, he is still not offering me anything, but repeatable quest. Yes, I’m sure I have done all the previous quests leading up to this one.

Can confirm that the quest is not showing up for me either even though it was “hotfixed”. Not sure if its related to the spirit issue Lellina is mentioning as i strolled through the quests and didn’t pay much of attention to it, so it could very well be what he is saying.
As previously stated by many people, The Accuser is in Sinfall (As I am Venthyr) and she is not handing over any quests. Neither does Fane. I only get the repeatable hand-ins quests for sinstones. I did a tour all the way back to all the NPC’s that hand over quests for this specific storyline and no one had a quest for me, so its not something I’ve left off somewhere.
Same here, tried relogging - logging to other chars and back. No quest in either location.
