They will if theorycrafting shows that Alliance is the BiS faction. A faction change is a drop in the ocean to them.
What the world first guilds do lower guides do and so on…
I have covered that in countless other threads. They would go Alliance and then go back to horde due to the player pool. Also there are many other reasons for staying Horde such as split or stack runs with the community.
Back when Method were on Xavius, and Alliance, players would realm transfer and faction change just to get a try out.
Where the World First guilds go the sheep are not that far behind.
Yes ofc. However that still takes time. And split/stack runs with the community with how the loot works nowadays is just way too attractive for them. So they would have to decide whether to go Alliance and have better racials (or op ones like Goblin during KJ) but less split options or take the splits and no access to the racials. Or jump hence and forth with doing splits. Faction change. Raid. Change back. Rince and repeat.
Who cares about 0.001% of the player base. They need to kill world first raiding and make it more enjoyable for the majority.
World first has never been a Blizzard thing it’s a community thing. There’s no prize or Blizzard support. World First guilds go well under geared for it.
No. Just don’t make World First races anymore. Problem solved 
They never did. It’s a community event, Blizzard has nothing to do with it.

Disable racials in rated content. Racials no longer matter.
World First races have always been created by the community. They will also always remain as long as there are new raid tiers. Also even if there wasnt people would still follow their idols.
As I said, not Blizzards problem. It’s the people.
Its a problem to those that are still Alliance and didnt jump on the top guilds bandwagon. Also causing people to quit because they are severely limited to finding anything on their faction. And in extension Blizzard problem.
The origin of the current situation, way back in the past was the Horde racials were better.
The motives changed in time, for example today one of the main reasons is just the amount of Horde players raiding.
Basically, Blizzard just have to tip the balance back to Alliance, ie, make the Alliance racials better and you will see the top guilds re roll, they min max to the 0,1% increase power, so if the Alliance racials give 5% extra, they will change and others will follow.

Well, that is something that also just the players can solve. They need to help each other, train each other, if they want to get a good team together for raids.
Yes, like faction changing to horde.
That is the wrong attempt. That is like “if you can’t beat them, join them” stupidity.

It works though. Any other player solution just doesn’t work. Well, for HC and m+ the communities kind of work I guess.
Its not blizzards fault horde is the "cool side " where the “cool kids” want to Play .
