How to report someone in-game who can't be found

Hello there.

So my server Argent Dawn is having a issue with what seems to be bot farming clothes and other stuff in Nazmir 24/7.

So I flew around the zone twice, once without warmode and once with warmode and I suspect due to they being 4 people that they are phasing themselves with a 5th player from another realm.

So my questions is, how should I report this since when I try to use the ticket system they refuse me to make the ticket and direct me in-game right click on them which isn’t possible at my case.
