Make it so that when people end up in a given bracket their gear will always be scaled down to the maximum possible ilvl of that bracket. The highest possible PvP ilvl when you get into 1400-1599 is 207. So if you go into that with gear of a higher ilvl it would be scaled down to 207.
It would kill the carry industry instantly and make it impossible for people to get high average ilvl from PvE, go into PvP, and completely wreck everyone else with ease.
