EDIT: I completed the achievement yesterday (24/09/23) so it is doable. I’ve stopped tracking now.
I’ve been working towards this achievement lately, and so I’ve been actively tracking the location of the storms, and ALL DAY TODAY it’s been in the Azure Span. More often than not, the storms are in the Azure Span or the Waking Shore. I still need Firestorms and Thunderstorms in the Ohn’ahran Plains, and Sandstorms in Thaldraszus, but they never seem to come up. Has anyone else noticed this or tracked them?

So I’ve been tracking this for the last few days and it certainly doesn’t have any pattern to it whatsoever… today (24/09) there have been 2 fire storms in the Azure Span back to back… what the hell??
