JUst wondering who's doing the balancing

I’m just wondering what is going through the head of the Devs when i see something like this:
Oh well new area in the Maw,

  • let’s fill it with 100% nodes from the rare mats for miners

  • let’s fill it with 100% of the flowers for flasks

  • let’s not fill it with mobs that drop lots of cloth

  • let’s fill it with mobs that have an average droprate for heavy callous hide ( and nerf the droprate in any good other farmspot or remove it completely there)

How were these decisions made? Did some mean skinner, leatherworker, leather wearer or mail wearer drive over their loved one or their dog? Were dice involved? Just wondering why the crafting class and/or gathering class that has to provide for druids, DHs, DKs, Monks, hunters and shamans, which is the biggest class group of any crafting profession provides for, is made to work twice, 3 times as hard to get the gear for leggys than others?
