My beef with the Worgen Heritage

So what I noticed, on the PTR, is that the lower half of the coat asset is tied to the belt in human form, but to the pants in worgen form?

Anyone know if this is intended or just a bug?

Given I am kinda disillusioned about using the whole set, I was planning to mix and match, but this little detail is kinda making it harder to pick the pieces of gear I want to use.

When did you check this out? Last time I checked after the new build low half of the coat was attached to the pants on both forms. It was changed for this build to be consisant between forms.
