Nerf to shard regen rate from Agony during AOE?

For a number of weeks now I’ve noticed my shard regen rate from Agony is very low on AOE. Over the last few weeks while raiding I’ve found myself completely shard starved (both raids) on clearing trash which has never happened before … like literally waiting 5+ seconds for a single shard even with 5-10 mobs afflicted with agony. When I switch to ST on bosses my shard regen is much much higher with only one agony up???

Anyone else?

I haven’t really noticed anything different in terms of shard generation honestly.
