When did Netherstorm (and Blade’s Edge, for that matter) in TBC become L90…???
It’s due to the Ethereal Endevor.
When an endevor is active it’s associated zone(s) scale to 90.

I would have thought there would be Instanced versions for that… oh, well.
Sure wish it was separate instance.
Last week was doing BFA Quests, since we had the +50% reputation boost going, and got to Mechagon Island. Enemies there are scaled for level 90 for me, but any random player can also enter the zone and one hit kill every single rare around the zone.
One Hunter even tried to steal the rare I spent my resource on digging up by one-hitting the enemy down, where as on my end it had millions of health.
That sucks…
I only noticed on the way from Gruul’s to Tempest keep as I stopped off for some mining - I had to look twice to make sure I wasn’t hallucinating… 
Oh hey, they finally turned Twilight Highlands back to lowbie zone. Took some time.
These stuff is really annoying, even in DF’s Caverns has level 90 mobs.

So; for this one, that’s Terokkar Forest, Blade’s Edge AND Netherstorm…!! 
It depends on the Endeavour rotation for that period.
