I had to change my legendary from shoulders to ring its rank 4 ehat do you do with the old legendary? nothing? vendor it?

I’d keep it. Rumour has it, that you might be able to wear two legendaries at one point in the expansion. I personally think it would be interesting to re-activate all legendaries from past expansions in future and maybe offer a common upgrade system. Farming them would offer a whole new sphere of ingame activity.
Keep it, if for nothing else than for the fact that when we get to the next tier you will likely be swapping back to that leggo.
The reason is because we will lose the domination sockets. We may get tier sets back by that point, but if we do not it doesn’t hurt to have your old legendary there to upgrade.

What’s ‘useless’ today could be BiS tomorrow. It’s better keeping a hold of it.
tbh, my legendary cost so much i wouldnt even dare to just throw it away even if i could. 
Do the right thing and burn it!
