Still occurring as of just now, Argent Dawn. Using a Cloak of Coordination from near the Tanaris SW portal also produces the same effect.

BTW, perhaps unrelated, but the cooldown on these cloaks is reset once another teleportation effect is used (e.g. another cloak / Dalaran hearthstone).

Thanks for the additional reports everyone.

I can confirm that the fix is live, but hasn’t yet been picked up everywhere, a process that can take some time. We’re taking some extra manual steps now to help speed this up a bit.
