PvP pet battle are really “toxic” for lack of a better word.
You can’t really do them for fun as there will always be players who use the most OP pets in order to farm the Achievements faster. The best time to play was in 2013 when it was still fresh and there weren’t many overpowered pets.
What if they made it into three tiers, and each tier had specific pets that were allowed. For example:
Tier 1: Beginning PvP Pet Battlers, only pets you can capture in the wild are usable.
Tier 2: Normal PvP Pet Battlers, same as tier one, except that shop pets and certain pets from rewards are now usable.
Tier 3: Heroic PvP Pet Battlers, any pet would be usable.
Would this be a viable way to open up the fun of it again?
Given that tier 1 already has the cancer pets, it doesn’t really make sense
Okay, well, for now I am out of ideas, yet I will look into it more and start the hunt. Maybe some another ideas will come to me, while I am battling.
Edit: With the above Tier system, what if they were to rank the pets that could be used in those tiers instead?
Finding rewards is not the problem. Dealing with changing the game accordingly is the problem.

I had originally thought the OP was looking for a better reward system for doing PvP Pet Battles.
The OP here probably is.
And it would certainly make sense to bring the Weekly rewards up to approximate parity with PvE.
The Weekly is 10 wins, which averages out to 20 matches. 20 matches at an average of 5 mins per match (including queue time) is 100 minutes. 100 minutes … call it 16 world quests. 8 of those Charm, at say 12 Charms each = 96 Charms, plus maybe 40 mixed Family Yellow Stones, and a couple of Blues, and some Bandages.
That would be a fair reward for the Weekly in BfA, without innovating anything or rocking any boats.
But the fundamental problem of pet PvP is that so few people play it. Bringing the Weekly up to parity of rewards with world quests might being in a few more people, but won’t do more than that.
Maybe that is F reason why no one does it! at least i do not and no one i know does not there is like 0 reason.
